Report a water leak or outage

If you have a water leak or water outage on your property then it is a good idea to contact Council about it.

Who is responsible for fixing water leaks?

If the source of the leak is in your home or property then in a majority of cases you will be responsible for repairing it. However, if the leak stems from the water mains or beyond the boundary of your property then Council may be responsible for fixing it. Wellington Water is the organisation which manages water services for Upper Hutt.

Responsibility for the leak will be determined in accordance with Upper Hutt City Council’s Water Supply Bylaw 2008, which states that:

9.2  Point of Supply

9.2.1.1 The Point of Supply will be determined by the position of the Service Valve (Toby) which is to be located within 600mm of the roadside boundary of the road reserve or as agreed in writing by the Water Supply Authority (WSA) but at no time will a Service Valve (Toby) be positioned under a vehicle crossing.
9.2.1.2 For properties that do not have the service valve located in accordance with clause 9.2.1.1 above the Point of Supply will be defined by Council and recorded.
9.2.1.2 For properties that do not have the service valve located in accordance with clause 9.2.1.1 above the Point of Supply will be defined by Council and recorded.
9.2.1.2 Responsibility for Maintenance

The WSA shall own and maintain the Service Pipe and fittings up to the Point of Supply. The Customer shall own and maintain the Supply Pipe beyond the Point of Supply.
