Amusement devices

Amusement devices include any fairground rides and any other mechanically-powered unit that is used for rider entertainment. These include but are not limited to:

  • Bumper boats
  • Bumper cars
  • Bungee jumping (when a mobile crane and platform are used)
  • Can-Am cars
  • Fairground machinery (eg merry-go-rounds, Ferris wheels, roller coasters etc)
  • Indoor go-kart operations
  • Minibikes (three and four wheel all-terrain vehicles)

Land-borne inflatable devices, such as bouncy castles, inflatable slides etc; and water-borne inflatable devices, such as inflatable islands, platforms and water balls; are not defined as an amusement device.

If you're planning to operate an amusement device, you'll need to get a permit from us. A copy of the certificate of registration issued by WorkSafe New Zealand must accompany the application, unless we already hold a current or valid one on file for the device.

Before you apply

Before you apply, you should note:

  • The application fee will be invoiced and is required to be paid prior to an inspection
  • To avoid disappointment, applications need to be submitted at least 10 working days prior to the event
  • Fees for permit applications are non-refundable. Applications are not transferable to other days outside of those on the original application.
  • Rides should not commence before the device has been inspected and a permit has been issued.

Information required to complete this application includes:

  • Current Certificate of examination
  • Certification of Registration from WorkSafe NZ.

Payment and processing

Fees vary.  You can check which fees apply to you here.

Once we have received your application, we will invoice you the appropriate fee.

Once your payment has been received, your application will be processed.

You will be contacted by an Environmental Health Officer to arrange an on-site inspection. 

Once inspected, if approved, you will then be issued a Permit.

To apply, applicants should visit the ‘Do it online’ page on our website.  Click on the ‘Alcohol, food, and health business’ tile where you’ll be taken to first login to or set up and online account before progressing with the application.

Please note that Council staff cannot view any applications which have not yet been ‘submitted’.
