Mayor

Keith Bennett

keith-bennett.jpg

My principal place of residence is in the Upper Hutt City Council area. I am also standing for Councillor.

As Mayor I will investigate restoring district planning autonomy. I will confront LGNZ and the resource management act devaluing ratepayers' lifesavings, why are no councillors talking about this? I will focus on water security and advocate for community-led self-reliance initiatives. Upper Hutt needs a community-resilience focus encouraging self-determination taking responsibility for ourselves. Upper Hutt has its own identity, strengths and direction and I don't support a soulless supercity which simply put is a debt loaded centralised world-government stepping stone. I will fight to maintain ownership of generationally paid for ratepayer assets rather than spend ThreeWaters bribe money. Cancel culture already reared its head in this election, I will fight for democracy meaning every question is heard and none cancelled. I will defend ratepayer access to services you pay for and fix potholes. Let's make Upper Hutt a resilient clean and tidy place and it starts in our own back yard.

Blair Griffiths
Choose me for your mayor. I have over 25 years in business in Upper Hutt with a great local knowledge, accompanied by 9 years of being city councillor in Upper Hutt. Seeing the changes that have been occurring in Upper Hutt, I feel it is time for the renewed energy of a fresh and energetic Mayor.

hellen-swales.jpg My principal place of residence is in the Upper Hutt City Council area. I am also standing for
Councillor.

For the last 12 years I've been proud to serve Upper Hutt, on Council and as your Deputy
Mayor.

In Upper Hutt, we're a major player within the broader Wellington landscape with many new developments planned and underway.

Breaking Barriers and Building our Future has been my mantra when representing our city, and it's how I will represent our city as your next Mayor.

Our city needs to enhance its identity whilst realising the significant growth we're forecast to experience. With many reforms on the horizon, like Three Waters, a new Resource Management Act, Climate Change, the reimagining of Local Government, and potentially a Wellington Supercity again, there are challenges and great opportunities ahead for us.

Looking ahead, we need strong governance to lead our city and better engagement with our communities, so we plan ahead, take action, and start Building our Future together.

Vote for me, your next Mayor.

Michael J. Anderson

michael-j-anderson.jpg

My principal place of residence is in the Council area.

Michael is a computer technician and trained microbiologist passionate about forging a better Upper Hutt. Many of you will already recognise Michael from past campaigns. His passion remains strong and has only been bolstered in the wake of Covid19, and the effect it has had on us all.

Local government finds itself at a crossroads. Health, the 3 waters, and even the makeup of local councils, being progressively undermined by unwarranted central government meddling. Michael's dedicated to fighting for your right to choose local representatives you know and trust, opposing The Beehive's erosion of our autonomy, and maximizing your representation locally.

Ratepayers, pensioners and waged alike, are struggling to meet increasing rates demands: core services must come first. Expect vanity projects to be put under Michael's microscope, and an open mind towards parks and recreation investment. Michael supports local upcycling, and reprocessing, recycling initiatives.

Unprecedented challenges to the very existence of local government requires a new generation of councillor. I want to see district planning autonomy restored and confront LGNZ and the resource management act that's devaluing ratepayers' lifesavings. Why are no councillors talking about this? With 30 years international systems-engineering and a commercial photography business background I am focused. Mental health, water, food security and our youth's future has never been more important. Upper Hutt has minimal debt, its own identity, strengths and direction and I do not support a soulless supercity which simply put is a debt loaded centralised world-government stepping stone. Where councillors can't wait to spend Three Waters bribe money and dare not talk about what's really going on I will be your voice. Community resilience focused I will defend ratepayer access to services you pay for and fix potholes. Democracy means every question is heard and none cancelled.

Dylan Bentley

A pragmatic, future-thinking approach, that is what I bring to the council table and that is why I'm standing for re-election to Council. Upper Hutt is going through a period of rapid growth and whilst some see this as a negative, I see this is an opportunity for us to shape our city for the future. I'm a councillor who is active and visible in the community throughout the term - not just at election time. The cost of living crisis is tough for so many of us that's why I'm committed to keeping rates affordable whilst still proactively investing in our infrastructure. I'm truly passionate about Upper Hutt and I want to see it remain one of the best places in the country to raise a family, to run a business, and to enjoy our stunning natural environment. Vote for a strong progressive voice on council.

Matthew Carey

matthew-carey.jpg My principal place of residence is in the Council area.

I have served New Zealanders for over half of my life in the NZ Army; I now want to serve the people of Te Awa Kairangi ki Uta Upper Hutt City. I have seen our beautiful city grow rapidly through housing intensification without consideration to our surrounds and wellbeing. Our city needs infrastructure and mature planning to support growth while remaining an attractive place to live. This means being accountable and looking beyond the next three years.

Fit-for-purpose transport options. Encouraging business growth and development in the CBD. Improved public amenities and greenspaces for sports, clubs, and general wellbeing. A focus on our river, making this a destination for our people.

My strength is through collaboration and listening. As a parent, volunteer, and member of many Upper Hutt based clubs, I understand the challenges our community, whānau, and rangatahi face and I want to ensure positive opportunities for our people.

Bill Hammond

We live in a vibrant, independent, and growing city, and it's a great place to live.

Hi, I'm Bill Hammond.

I have lived here my whole life. I own Hammond Transport which started in Upper Hutt 70 years ago. I would love to represent you on Council. I will always advocate for businesses to operate here. This helps our economy and keeps our city thriving. There is a perception that the Council is anti-business and awkward to deal with. This needs to change for Upper Hutt to continue its growth.

No to 3 Waters. This is theft and will be detrimental to all of us.

No to any special wards. They create a bureaucracy that we just don't need.

Wellington Water does not work for us. It is currently not fit for purpose and needs restructuring, let's sort this together.

If you want someone that always delivers Vote Bill Hammond.

My wife and I settled in Upper Hutt 20 years ago, to bring up 3 boys. I run a business and work in the banking sector, so understand the need for prudent finances. I have been on the board of Fraser Crescent school, so learnt the governance process. The Council need to go back to basics with solid services and stop chasing white elephant projects. I stand against Three Waters as it erodes local democracy and the assets ratepayers have built up over years. I support kerbside recycling. Lets make rate payments 6 times a year, not 4. Are you sick of pot holes on Fergusson Drive? Fix it in 3 years, not 5. When is the last time you saw the police walk down Main Street? We can improve safety signage around schools. We need to value our people and environment better.

Vote me for Council, thanks

I would be proud to serve you as a councillor and would put in the time and effort to help grow Upper Hutt.

As a leadership consultant, I work with government, councils, and organisations to develop strategy and vision and achieve their goals through promoting a great leadership culture, facilitating collaborative discussions, developing strategy, and building strong teams. I have governance experience serving as trustee of Wellington Dance Festival and was Pinehaven Association President.

As an ex-military officer, I have a strong commitment to service and community, along with an ability to bring people and conversations together. I hear there are many issues you are passionate about, both at a local level and impacts of central government decisions. I have lived in Upper Hutt all my life, and with Stewart have raised seven children here. I am the manager of BEST Advocacy Service, Chair of the Upper Hutt Housing Trust; a member of The Friends of the Hutt River and the St Joseph's EJP Group. I co-
ordinated the Like Upper Hutt Keep It Local Campaign to stop the amalgamation of Upper Hutt into a super city. I have board experience that I bring to the role. If elected to council I will work to help Upper Hutt become more environmentally focused, investigate the opportunities the council can take to promote affordable housing, and to make Upper Hutt a city residents enjoy living, working and playing in, and others want to visit. I will encourage greater participatory democracy. I believe Upper Hutt can be a place for all and together we can achieve what we have the heart for.

Upper Hutt is an amazing place. I grew up here and am proud to call it home.

But I think it can be more. Our Upper Hutt can be an example to others, a smart city, a compassionate city, a great place to visit, a great place to live.

We are growing. Our growth needs to be well planned and thoughtful. Not haphazard and at the mercy of individual developments.

We need a smart economic plan, resilient infrastructure, inspiring social policies that support everyone, to be preserving our natural resources, and making the most of our space.

You need a transparent and consultative Council that does things for you, not to you.

With a heart for Upper Hutt, I'm passionate about empowering families and businesses to thrive. I bring fresh energy and creative thinking on Council.

We need sturdy leadership to get us through the current waves of local government reform. I'm a strong voice against the erosion of our local democracy and centralised control. Let's negotiate a better Three Waters funding deal, and keep local assets in local hands.

Upper Hutt resident for 20 years, with a management background in central and local government; I value sensible decisions and encourage a culture of trust and respect. I will work hard to ensure Council does the fundamentals well (waste, water and roads), rates affordability, and support local communities.

Our environment gives Upper Hutt a natural advantage to be the gateway to the outdoors, where businesses and community can prosper.

Upper Hutt City Council needs electoral reform!

A proportional voting system will give us greater confidence that the mayor and councillors who are elected have support from the majority of voters. I'll work to reform the system used in Upper Hutt. We're using First Past the Post (FPP) but we can and should use then Single Transferable Vote (STV).

I believe we also need to consider having Maori ward(s) in Upper Hutt.

Jordan Milburn for Upper Hutt City Councillor! Upper Hutt has been and continues to be a great place to live. I grew up here and would like to raise my young family here. But we live in perilous times stricken by fears of a looming recession, recovering from COVID and housing price decline. We have a lot to be proud of, but there is still work ahead of us to make our city more livable for everyone.

If elected, I pledge to:

Work to improve the dilapidated local roading. Invest in our water infrastructure to improve our water management. Ensure our city grows sustainable without ruining the beautiful scenery that surrounds our city. Change rates policy from Capital Gains based valuation to Land Value based valuation. Prudently manage our city budget to encourage local growth.

Cyndi Miller

As a long-term resident of our lovely city, I have spent many years working within our diverse community. I have taught at a local primary, worked at Trentham Community House, and am currently working for a local disability organisation.

All of this has allowed me to hear amazing stories and learn about many people's lives and struggles. It has shown me where there are gaps within our city - particularly for youth, disabled people, the rainbow community, and those with mental health needs.

In addition to fixing potholes, water leaks, and business as usual, I would support continuing the existing initiatives that are working, whilst adding a voice within the chambers that reflects a different view of the world. I want to see our city proactively become a leading fully accessible city in our region, particularly as we come to understand the effects of long-Covid on our lives.

Heather Newell

heather-newell.jpg My principal place of residence is in the Council area.

Since 1989 I have served 21 years on the Upper Hutt City Council and participated in many significant decisions for the benefit of our wonderful city. We have grown from being a dormitory suburb for Wellington workers to becoming a sought-after destination for both living and working. Major employers are now knocking on our doors and population growth has blossomed. The main focus for council in the coming term is to ensure we have appropriate infrastructure to manage this growth, and sufficient funding to deliver it. This requires a careful but difficult balance between investment and  affordability. When voting for councillors remember that election promises are easy to make but hard to deliver when you are working in a team. Vote for a steady hand and a commitment to delivery.

As a fourth term councillor and Deputy Mayor I am excited to be standing again as your voice around the council table. Being part of the team that has seen huge growth in our city with both housing developments, and businesses enterprises relocating to Upper Hutt.

My governance experience is broad as I have co-Chaired or held President positions on various community boards and regional committees, I currently chair Diversity and Inclusion for NZDF and The Women's Empowerment Principles. I have worked on behalf of 230 businesses and guided them through COVID-19 and been their voice at the council table on RMA issues and rates differentials.

Looking ahead, we need strong governance to lead our city with the many reforms on the horizon for local government so we must plan, act, and start Breaking Barriers and Building our Future together. There are more opportunities and challenges ahead for our city.

I have represented you on council for the past 3 years.

I have enjoyed meeting community groups and seeing the difference they make with support from generous businesses and council committees. Connecting communities and sharing resources and knowledge makes us more resilient as the cost of living increases.

Seismic strengthening of the Hapai building and the Civic building will future proof council services and return the Hapai building to community use.

I encourage the installation of rain tanks for new builds, businesses and schools to increase earthquake and drought resilience.

I have opposed the centralised structure of the 3 Waters reform and residential water meters. Local infrastructure is best managed locally for a quick response to water leaks and potholes without having to compete with the wider region for repairs.

I will continue to advocate for well designed developments, and safe streets for accessibility, walking, and cycling.

Wellington Regional Council - Te Awa Kairangi ki Uta/Upper Hutt Constituency

Ros Connelly

ros-connelly.jpg My principal place of residence is in the Te Awa Kairangi ki Uta/Upper Hutt Constituency area.

I stand for the enhancement of Upper Hutt's stunning natural environment and creating a low carbon future - well planned development must happen alongside environmental protection.

Upper Hutt needs frequent, reliable, accessible public transport, with fares that do not leave low-income people behind. I will champion a new train station at Timberlea, while ensuring all suburbs have seven day a week bus services. Flood protection is an increasing priority as we grapple with climate change.

As the current Upper Hutt Regional Councillor my advocacy has  achieved: improved pay/conditions for bus drivers, the purchase of 98 electric buses, a restored airport bus service and a successful snapper trial on rail, to be rolled out by the end of 2022. Our environment is better through pest control and the rewilding of our regional parks.

Peter Hayes

Hello, I grew up in Upper Hutt and have lived throughout the Wellington region; including Johnsonville, Mana, Kingston, Kilbirnie and Trentham.

My two key issues are public transport and the regional water environment.

Having previously been a public bus driver I am concerned with driver and passenger welfare, both from a physical and personal health aspect. This is a major factor in low driver recruitment and retention. I intend to vigorously pursue driver and passenger safety.

Regarding the regional environment; I have a BSc in Environmental Studies (Victoria Uni, Wgtn) and have worked for two science research institutes. I believe the Regional Council must take a greater lead in the unacceptable sewer discharge into Wellington harbour and surrounds. The Regional Council is the statutory authority for the harbour and rivers of the region and must be far more pro-active in enforcing local city councils to lift their current performance.

Steve Taylor

Having served nine years as an Upper Hutt Councillor, I seek to apply my pragmatism, experience and wisdom to representing you on the regional Council.

Hutt born and bred, and father to three boys, I am an experienced governance professional with an established track record that includes overseeing Upper Hutt becoming a regional success story. Holding an Executive MBA and postgraduate qualifications in international security, I am working to complete Masters qualifications in sustainable development and disaster management, and a Master of International Security in Counterterrorism. Consequently, I am suitably qualified for navigating diverse environmental, economic, cultural and social issues, including the complex post-pandemic challenges facing our region.

Upper Hutt requires Wellington to thrive. Rather than pursuing nonsensical litigation, we should instead invest wisely, embedding intergenerational sustainable resilience to ensure future generations can afford to live in a thriving, sustainable, resilient Wellington region they are proud to call home.

I am a life-long resident of Te Marua and a long-term member of the Rimutaka Licensing Trust.

First elected in 1981, I have seen the Trust go though many stages and face a number of challenges.

I view the Trust as a very worthwhile Community Business which we should work hard to preserve. In the forthcoming few years, there will be more challenges which will require determination and experience if we are to work our way through them and I look forward to being part of the team to face those challenges.

Hutt Mana Charitable Trust Upper Hutt

Paul Swain

paul-swain.jpg My principal place of residence is in the Upper Hutt area.

I have represented Upper Hutt on the Hutt Mana Charitable Trust for the last 3 years. During that time, we have provided funding for over 60 clubs, community organisations and schools in Upper Hutt through our twice-yearly grants round.

The funding has helped with things like sports uniforms, school camps, first aid courses, student driver licence training and paint for clubrooms.

The Trust also helps with home insulation especially in vulnerable communities because warm homes can reduce the need to take children to the doctor or to hospital.

I live in Upper Hutt and have represented our city in Parliament and on the Regional Council. I have enjoyed supporting the clubs and organisations that help create Upper Hutt's community spirit. I would be honoured to continue to represent
our city on the Trust for the next 3 years.

This is the only position I am standing for at these elections.

Dave Wheeler

dave-wheeler.jpg My principal place of residence is in the Upper Hutt area. I am also standing for Upper Hutt City Council.

Born and raised in Upper Hutt, a Director of Wheelers Shoes celebrating our 54th year.

The windup of the trust back in 2004 resulted in the transfer of $35 mill to the charitable trust. The trust has been instrumental through financial assistance in helping various sporting, artistic and community groups in carrying out their activities.

I have a genuine desire to improve the health and well-being of our society particularly through energy efficiency. It is important to ensure our sports, arts, and community organisations have adequate access to financial assistance.

It would be an honour to serve Upper Hutt on the trust and to keep these grant initiatives going. Having governance, sport and community group contacts puts me in a good position to assess the worth of applications which are done twice yearly.

The Hutt Mana Charitable Trust is a force of good in our community.
